ゼレンスキー演説と、難民の公平な受け入れを訴えるブルース・スプリングスティーン／Zelensky’s speech and Bruce Springsteen appeals for and fair acceptance of refugees

　ウクライナのゼレンスキー大統領が日本の国会で演説を行った。日本は軍事的に関わることができないので、ロシアに対する制裁、封じ込めの継続とともに、人道・復興支援を期待する想いが見られた。「侵略の津波」という表現があったように、日本人にもわかりやすく共感を得たいという意図もあったに違いなく、「津波」やチェルノブイリの原発など、福島第一原発の事故を経た日本の国情を踏まえた上での演説の内容だった。

　ゼレンスキー大統領の演説を受けて立憲民主党の泉健太代表は、ウクライナ難民の救援のために、チャーター便を飛ばしたらどうかと発言していた。人道主義の立場からウクライナ難民を支援することには反対ではまったくないが、今後は紛争難民が出た際には公平な対応をしてほしいと思う。これまでイラク戦争やシリア内戦でムスリム難民が発生した時、国会議員たちから中東難民の支援を唱える声が目立つことはなかった。

　ＵＮＨＣＲは、３００万人のウクライナ難民が欧州各国で無条件に受け入れられていることを指摘しながら、「世界中で避難を強いられたほかの８４００万人にも、同じ連帯、同情、支援が広がることを望む」と訴えている。欧州諸国がウクライナ難民を容易に引き受けるのは白人で、キリスト教徒だからという声もあるが、日本がもし人種的な選択をしているとすれば、日本人として悲しく、恥ずかしい。

　アメリカでトランプ大統領がムスリム難民をまったく受付けない措置をとると、ロック・ミュージシャンのブルース・スプリングスティーンは、オーストラリア・アデレードで行われたコンサートで、「今宵、アメリカの空港でムスリム禁止令や外国人、難民の拘留に抗議する人々に我々の声を届けよう」と支持を表明し、アメリカは移民の国であり、トランプ大統領の措置が民主主義に反するものであり、根本的にアメリカの価値に合わないと述べた。スプリングスティーンが言うように、難民受け入れに不公平感があることは民主主義の価値観に合わない。

　スプリングスティーンは１９８５年４月に初来日した時に広島の平和記念資料館を訪れると、自らの国による原爆投下の惨禍、むごたらしさに声が出なくなってしまったほどだった。ブルース・スプリングスティーンは反核コンサートを継続して行っている。

　この初来日の際、スプリングスティーンは、日本に来た証を残したいと言って、２００００ドルを恵まれない人々に寄付したいが、確実に彼らのもとに届くように、規模の大きな組織への寄付は避けたいという依頼を日本の関係たちに行った。規模の大きい組織だとその維持や人件費に使われるという配慮からだった。依頼を受けた日本人関係者たちは、スプリングスティーンから受け取った小切手を「交通遺児母の会」（当時の名称）に届けた。この会の代表者からスプリングスティーンに礼状が届いたが、そこには子供の文字で「お金でこのクレヨンを買いました」というクレヨン書きが添えられてあった。

　日本に逃れてきた外国人に会うと、日本は難民認定が厳しいので、カナダなどに向かいたいという声に頻繁に接し、日本はスプリングスティーンが批判したトランプ政権のアメリカよりも難民に対して厳しいという印象がある。難民を他国任せだった日本がウクライナ難民は受け入れる姿勢を見せている。日本が難民受け入れに不公平なことが明白ならば日本のイメージが低下することを政治家たちには知ってほしいと思う。

UNHCR noted that 3 million Ukrainian refugees have been unconditionally accepted in European countries, saying, “The other 84 million people displaced around the world have the same solidarity, sympathy and support from the international community. ” Some say that European countries easily accept Ukrainian refugees because they are white and Christian, but if Japan makes racial choices, it would be sad and embarrassing as a Japanese.

When President Trump took steps to reject Muslim refugees at all in the United States, rock musician Bruce Springsteen said at a concert in Adelaide, Australia, “Tonight, let’s deliver our voice to those who protest Muslim ban, and the detention of refugees and foreigners at American airports. ” He said the United States is a country of immigrants and that President Trump’s actions are against democracy and are fundamentally incompatible with American values. As Springsteen says, unfairness in refugee acceptance does not fit the values ​​of democracy.

When Springsteen visited the Peace Memorial Museum in Hiroshima for the first time in April 1985, he couldn’t speak because of the devastation and annoyance of the atomic bombing by his own country. Bruce Springsteen continues to hold anti-nuclear concerts.

On this first visit to Japan, Springsteen wanted to donate $ 20,000 to the underprivileged, saying he wants to leave a proof of his arrival in Japan, but would not to donate to a large organization to ensure that the money would  surely reach the underprivileged. The Japanese officials who received the request delivered the check received from Springsteen to the “Traffic Orphans’ Association” (the name at that time). A thank-you note was sent to Springsteen from the representative of the association, which was accompanied by a crayon note in children’s letters, “I bought this crayon with money.”

When I meet foreigners who have fled to Japan, Japan is strict in refugee recognition, so I often hear voices saying that I want to go to Canada etc., and Japan is stricter against refugees than the United States of the Trump administration criticized by Springsteen. Japan, which left refugees to other countries, is now showing a willingness to accept Ukrainian refugees. I want politicians to know that if it is clear that Japan is unfair to accept refugees, the image of Japan will deteriorate.
