ロシアによるウクライナ侵攻を受けてロシアの西の隣国フィンランドがその安全を保障するためにＮＡＴＯに加盟することが検討されている。プーチン大統領はウクライナがＮＡＴＯに加盟することを嫌い、ウクライナに侵攻したが、しかし、フィンランドやスウェーデンがＮＡＴＯ加盟を検討するようになり、プーチン大統領の思惑とは異なってＮＡＴＯは拡大していく様子だ。
フィンランドはフィン人が古代から住んでいたが、スウェーデンとロシアのせめぎ合いの舞台となり、１３世紀にスウェーデンに統合されてその１州となり、６世紀の間、スウェーデン支配の下に置かれた。ナポレオン戦争でスウェーデンが敗れた結果、ロシアに割譲されて「フィンランド大公国」となり、ロシア皇帝がフィンランド大公を兼任していくことになった。次第に民族意識が高まり、１９世紀末からロシア帝国への民族的抵抗、反乱が起こるようになり、１９１７年のロシア革命を契機に独立を果たした。１９３９年から４０年の第一回フィンランド・ソ連戦争に敗れた。その後枢軸側に付いてソ連と戦ったものの、４２年から４３年にかけてのドイツがソ連に敗北したことは、フィンランド国内に休戦への動きを加速させ、１９４４年にソ連との休戦をドイツ軍と戦ってその国内から排除することで実現した。この休戦によって戦後ソ連の領土になったり、衛星国となったりすることを免れた。
２０２０年フィンランドは世界幸福度ランキングで３年連続の１位となった。フィンランド南西部のトゥルクは「クリスマスの町」とも呼ばれ、毎年１２月２４日の正午、トゥルクから全国に向けてクリスマス平和宣言が発せられる。
イスラエルがガザを攻撃していた２０１４年７月下旬、フィンランドは、北欧諸国のデンマーク、ノルウェーとともに、イスラエルのガザ攻撃が市民の犠牲を伴い、過剰なものであると批判した。フィンランドも２０１２年の停戦合意の原則に立ち返り迅速な停戦を呼び掛けた。（その停戦合意については

フィンランド政府は８５万ユーロを２０１４年７月にUNRWA（国連パレスチナ難民救済事業機関）に献金することを表明し、空爆によって家屋を失われた人々、また空爆の恐怖にさらされる人たちの役立てばと語っている。フィンランド政府が過去の合意を確認した点は重要だった。第三次中東戦争後の１９６７年の国連安保理決議２４２号ではイスラエルは、その戦争で占領した地域（ガザ、ヨルダン川西岸、ゴラン高原から撤退しなければならないことになっている。ドイツやイギリスと異なって、イスラエルとの政治的、歴史的しがらみが多くない北欧諸国はイスラエルの人権問題に厳しい姿勢をとってきた。
フィンランドと日本とは少なからぬ縁がある。第一次世界大戦後、バルト海のボスニア湾の入り口に位置するオーランド諸島の領有をめぐって、フィンランドとスウェーデンの論争が起きた。両国は問題の裁定を国際連盟に求めたが、１９２１年に、国際連盟の事務次官であった新渡戸稲造（１８６２～１９３３年）を中心にして連盟はオーランドのフィンランドへの帰属を認め、その条件としてオーランドにさらなる自治権を与えることを約束した。現在、オーランドの住民たちの多くは、スウェーデンへの帰属ではなく、自治領としての地位を維持したい意向だ。スウェーデンとフィンランドはともにシェンゲン協定（ヨーロッパの国家間において国境検査なしで国境を越えることを許可するもの。１９８５年成立。）に加盟し、オーランドの人々は国境を意識せず自由に往来ができる。
新渡戸裁定は国家間の領土問題解決に一つのヒントを与えることになった。オーランドでは「新渡戸さんをとても尊敬しているの。だって、彼がこの島を平和にしてくれたんだから」という住民もいるという。

Following Russia’s invasion of Ukraine, Finland, a neighboring country to the west of Russia, is being considered to join NATO to ensure its security. President Putin hated Ukraine to join NATO and invaded Ukraine, but Finland and Sweden began to consider joining NATO, and NATO seems to expand unlike President Putin’s expectation.
Finland, where the Finns lived from ancient times, became the stage for the conflict between Sweden and Russia, and was integrated into Sweden in the 13th century to become one of its provinces, which was under Swedish rule for the 6th centuries. Lost in the 1st Finnish-Soviet War of 1939-40. After that, Finland fought against the Soviet Union on the Axis side, but the defeat of Germany to the Soviet Union from 1942 to 1943 accelerated the movement to a truce in Finland, and in 1944 the truce with the Soviet Union was materialized by expelling the German army from its territory. This truce prevented Finland from becoming a Soviet territory or a satellite state after the World War 2.
In 2020 Finland ranked first in the world happiness ranking for the third consecutive year. Turku in southwestern Finland is also known as the “Christmas Town”, and every year at noon on December 24th, Turku issues a Christmas Peace Declaration to the whole country.
In late July 2014, when Israel was attacking Gaza, Finland, along with the Nordic countries Denmark and Norway, criticized Israel’s attack on Gaza, arguing that it was was excessive. The Finnish government has announced that it would donate € 850,000 to UNRWA (United Nations Relief and Works Agency for Palestine Refugees) in July 2014 to help those who have lost their homes due to airstrikes and those who were at risk of airstrikes. It was important that the Finnish government confirmed past agreements. After the Six-Day War, 1967 UN Security Council Resolution 242 requires Israel to withdraw from the areas occupied by the war (Gaza, West Bank, Golan Heights.) Unlike Germany and the United Kingdom, Scandinavian countries, which have less political and historical ties to Israel, have taken a strict stance on Israel’s human rights issues.
Finland and Japan have a lot of ties. After World War I, there was a dispute between Finland and Sweden over the territory of the Åland Islands, located at the entrance to the Gulf of Bothnia in the Baltic Sea. The two countries sought a ruling on the matter from the League of Nations and in 1921, the League of Nations, led by Inazo Nitobe (1862-1933), who was then the Secretary-General of the League of Nations, granted Orlando’s attribution to Finland. Promised to give Åland Islands more autonomy. Currently, many of Åland’s inhabitants want to maintain their status as a dominion rather than belonging to Sweden. Both Sweden and Finland are members of the Schengen Agreement (which allows European nations to cross borders without border inspection, established in 1985), allowing the people of Åland to come and go freely without being aware of the borders.
The Nitobe ruling provided a hint for solving territorial disputes between nations. Some residents in Åland Islands say, “I have a lot of respect for Mr. Nitobe, because he made the island peaceful.”
