パレスチナ「土地の日」―国際社会はイスラエルの占領を忘れない／Palestine “Land Day” -The International Community Remembers Israeli Occupation

　３月３０日はパレスチナの「土地の日」だった。１９７６年のこの日、パレスチナ人の土地接収に抗議する人々にイスラエル警察が発砲し、６人が犠牲になり、およそ１００人が負傷した。イスラエルによる土地接収や、占領地の入植地拡大にあらためて抗議する日である。

　日本の外務省も昨年１０月２８日に、１０月２４日、イスラエル政府がヨルダン川西岸と東エルサレムでの約１３００棟の入植地住宅建設の入札を公示し、同月２７日、約３０００棟の入植地住宅建設計画を承認したことが、パレスチナ問題の「二国家解決」を損ない、地域の安定や平和に負の要因になると抗議を行った。

　イスラエルが領土に関する規制事実を積み上げる中で、２９日にイスラエルのテルアビブ郊外で５人のイスラエル人が射殺されるという事件が発生した。容疑者はディヤー・ハマルシャというヨルダン西岸のジェニン近くのヤバドの町の出身の２７歳のパレスチナ人青年で、イスラエル警察によって射殺された。銃撃はユダヤ教の超正統派の居住地域ブネイ・ブラクの２カ所で発生した。イスラエルでは、２２日にビールシェバで４人が刺殺される事件が発生し、また２７日にハデラで２人の警官が射殺される事件があった。

　パレスチナ自治政府の権威が低下し、ヨルダン川西岸にまでイスラエルの警察権が事実上及ぶ中で、イスラエル国内のテロ事件は、イスラエル政府の責任と見られるようになり、極右の勢力伸長に弾みを与え、ベネット首相の辞任を求める声まで上がっている。

　パレスチナがアラブ諸国や欧米諸国で意識されなくなりつつある中で、パレスチナ人たちの絶望感も広がっているに違いない。３月２７日、２８日に、イスラエル南部のネゲブ砂漠スデ・ボケルにモロッコ、エジプト、バーレーン、ＵＡＥ、アメリカ、イスラエルの外相会談が行われ、地域の安全保障問題が討議されたが、アラブ諸国もイスラエルに接近し、パレスチナ問題をイスラエルと議論する様子がうかがえない。イスラエルやヨルダン川西岸のアラブ人たちによるテロは、アラブ諸国政府とイスラエルが接近し、イスラエルとパレスチナ人との関係が悪化する中で発生している。

　「土地の日」、ラテンアメリカ諸国ではパレスチナと連帯する動きが見られた。ラテンアメリカ諸国にはアラブ系移民社会がある。たとえば、チリ・サンチアゴには「パレスティーノ」という有名なサッカーチームがあり、１９２０年にパレスチナ人移民によってつくられた。また、南米の左翼勢力は、パレスチナ人が置かれた苦境に同情をもち続けた。チリのパレスチナ社会は、パレスチナ人の移民先として中東以外では最大だ。

　２０世紀になって、シオニストたちの流入やイスラエル建国に伴う混乱や紛争の中で移住してきたパレスチナ人社会の人口は３０万人ほどで、チリの織物業で有力であり、サンチアゴをフランチャイズとするサッカー・クラブの「パレスティーノ」は、１９２０年に創設され、その試合は、パレスチナやヨルダンなど中東のパレスチナ人社会でもテレビを通じて観戦されている。チリ政府は２０１１年にパレスチナ国家を承認したが、パレスチナ社会は、チリの３万人のユダヤ社会とも共存してきた。それは下のチリの詩人・作家のパブロ・ネルーダの詩が表わす通りだ。

　　あたらしく建てられた家のうえに

　　チリの光が　高くかがやいてほしい

March 30th was Palestine’s “Land Day”. On this day in 1976, Israeli police fired at people protesting Israel’s land seizure, killing six and injuring about 100. It is a day to protest the requisition of land by Israel and the expansion of settlements in the occupied territories.

The Ministry of Foreign Affairs of Japan also expressed regret on October 28, last year, that on October 24, the Israeli government announced a bid to build about 1,300 settlement houses on the West Bank of the Jordan River and East Jerusalem, and on October 27, authorized about 3,000 houses in the illegal settlements. Japan’s Foreign Ministry protested that the approval of the settlement housing construction plan would undermine the “two-state solution” of the Palestinian issue and would be a negative factor for regional stability and peace.

As Israel piled up regulatory facts on its territory, an incident occurred on the 29th in the suburbs of Tel Aviv, Israel, where five Israelis were shot dead. The suspect was a 27-year-old Palestinian youth, Diya Hamarshah from the town of Yabad near Jenin on the West Bank, who was shot dead by Israeli police. The shootings occurred in two places in the Jewish ultra-Orthodox settlement of  Bnei Brak. In Israel, four people were stabbed to death in Beersheba on the 22nd, and two police officers were shot dead in Hadera on the 27th.

As the authority of the Palestinian Autonomous Government declines and Israeli police power extends to the West Bank, the terrorist incident in Israel is now seen as the responsibility of the Israeli government, giving momentum to the expansion of the far-right power. There are even calls for the resignation of Prime Minister Bennett.

As Palestine is becoming less conscious in Arab and Western countries, the despair of Palestinians must be widespread. On March 27th and 28th, foreign ministers’ meeting from Morocco, Egypt, Bahrain, UAE, the United States and Israel were held in the Negev Desert in southern Israel to discuss regional security issues. It seems that Arab countries are approaching Israel and not discussing the Palestinian issue with Israel. Terrorism by Arabs on the west bank of Israel and the Jordan River has occurred as the governments of Arab countries approached Israel and the relationship between Israel and the Palestinians deteriorated.

On “Land Day”, Latin American countries have seen a move to solidarity with Palestine. Latin American countries have Arab immigrant societies. Also, South American leftists continued to sympathize with the predicament of the Palestinians. Chile’s Palestinian society is the largest Palestinian immigrant destination outside the Middle East. In the 20th century, the Palestinian society in Chile, which has migrated in the turmoil and conflict caused by the influx of Zionists and the founding of Israel, has a population of about 300,000, and is a leading player in the textile industry in Chile, with Santiago as its franchise. The soccer club “Palestino” was founded in 1920, and the game is being watched on TV in Palestinian societies in the Middle East such as Palestine and Jordan. The Palestinian government was approved by the Chile government in 2011, but Palestinian society has coexisted with Chile’s 30,000 Jewish societies. That’s exactly what the Chilean poet Pablo Neruda’s poem below shows.
