　ロシアのプーチン大統領は、ウクライナの東部２州について「独立」を認めた。ロシアのナショナリズムや対外的な危機を訴えて国内の支持を得ようとしている。

ナショナリズムはボスニア紛争やイスラエル、あるいは米国のトランプ前大統領に見られるように、政治家たちにとって都合のよいイデオロギーで、ナショナリズムが求心力を維持するために政治家たちによって利用されたことが人々の不幸をもたしてきた。

ナショナリズムに訴える政治家に注意を

日本も含めて国際社会はナショナリズムを煽る政治家の言動には特に厳しい目を向け、また彼らの言説に影響されないような知識や思考が世界の多くの人々には必要だ。そのためにはナショナリズムの発生要因、イデオロギー、それがもたらしてきた紛争の数々の歴史などを正確に知識として蓄え、その危険性をいち早く認識し、建設的な声を上げていかなければならない。

シュワルツェネッガーの警鐘

２０２１年１月１０日、元カリフォルニア州知事で俳優のアーノルド・シュワルツェネッガー氏が、アメリカの連邦議会議事堂で起こった暴動事件に関してYouTubeで動画メッセージを発信した。議事堂での暴動をドイツ・ナチス政権時代の大規模なユダヤ人襲撃であった「水晶の夜」になぞらえ、ナチスのようなファシズムはその嘘で徐々に普通の人びとの心を蝕み、社会全体が転げ落ちていく危険性がアメリカや世界全体にあることを指摘した。

犬養毅元首相が教えた「恕」の心

　難民救済事業や途上国支援に力を尽くした評論家の犬養道子さん（１９２１～２０１７年）の祖父は首相を務めた犬養毅（１８５５～１９３２年）であった。犬養養は満州国不承認、上海事変早期妥結、議会主義擁護を提唱していた。こうした犬養首相の姿勢は軍部の怒りを買っていた。

　この事件の記憶から道子さんは、ひとりよがりのナショナリズムを日本からなくすために勉学に励んだという（「朝日新聞・天声人語」）。「国境線上で考える」とはそうした彼女の考えを端的に表す言葉だ。

　犬養首相は、５・１５事件で暗殺される数日前に道子さんに「恕」という文字を書いてその意味を教えた。恕は「他人の心情を察し、思いやる」という意味がある。道子さんはその恕のような生き方を実践された。道子さんが犬養家に便所のくみ取りに来た朝鮮の人に飴玉をあげると、彼の目から涙がこぼれたという逸話もある（日経ビジネスオンライン）。

　犬養毅は、孫文らの辛亥革命を支援し、またタタール人の宗教指導者アブデュルレシト・イブラヒム（１８５７～１９４４年）はとともに、アジア諸民族の連帯とヨーロッパ列強からの解放を考えた日本の「亜細亜義会」の創設の契機をつくるなどアジアの国境の壁を除くことを考えた人物であったが、祖父のそのような考えは道子さんの人生にも多大な影響を及ぼしたのだろう。それが犬養さんの「みどり一本」植樹運動や、「犬養基金」の創設など、アジア・アフリカ・ヨーロッパの難民支援活動になった。

１９７９年のソ連軍のアフガニスタン侵攻によってパキスタンに逃れた３００万人のアフガン難民たちは暖房用の木材を得るために森林を伐採したが、難民キャンプの周辺はあっという間にはげ山になった。森林伐採は生態系の破壊、地球温暖化、洪水・干ばつの増加、砂漠化などをもたらす。土地が再生しなければ、難民たちをはじめ、受入国住民たちの食の確保も困難になる。そこで犬養さんは植林運動を提唱したが、これが「みどりの一本」運動であり、彼女の活動はナショナリズムの対極にあったことは言うまでもない。

Russian President Vladimir Putin has admitted “independence” to the two eastern states of Ukraine. It is trying to gain domestic support by appealing for Russia’s nationalism and external crisis.

Nationalism is a convenient ideology for politicians, as seen in the Bosnian conflict and Israel, or former President Trump of the United States, and the misfortune of people that nationalism was used by politicians to maintain cohesiveness.

Beware of politicians who appeal to nationalism

The international community, including Japan, pays particular attention to the words and actions of politicians who instigate nationalism, and many people in the world need knowledge and thoughts that are not influenced by their discourse. For that purpose, we have accumulated accurate knowledge of the causes of nationalism, ideology, and the history of conflicts that it has brought about, and quickly recognized the dangers and we must raise constructive voices against nationalism.

Schwarzenegger’s alarm bell

On January 10, 2021, former California Governor and actor Arnold Schwarzenegger sent a video message on YouTube about the riots that took place at the Federal Capitol in the United States. The riots in the Capitol were likened to the “Kristallnacht”, which was a large-scale assault on Jewish people during the Nazi administration in Germany, and fascism like Nazis gradually eroded the hearts of ordinary people with its lies, and society as a whole.  He pointed out that there is a danger of falling down in the United States and the world as a whole.

The heart of “恕(jo: compassion)” taught by former Prime Minister Tsuyoshi Inukai

The grandfather of Michiko Inukai (1921-12017), a critic who worked hard on refugee relief projects and support for developing countries, was Tsuyoshi Inukai (1855-1932), who served as prime minister. Tsuyoshi Inukai advocated disapproval of Manchuria, an early conclusion of the Shanghai Incident, and advocacy for parliamentary principles. This attitude of Prime Minister Inukai angered the young military officers who are extremely nationalistic.

From the memory of this incident, Michiko worked hard to study to eliminate the nationalism of selfishness from Japan (“Asahi Shimbun, Tensei Jingo”). “Thinking on the border” is a simple expression of her thoughts.

Prime Minister Inukai wrote the word “恕” to Michiko a few days before he was assassinated in the May 15 Incident and taught her what it meant. “恕” means “to understand and be considerate of the feelings of others.” Michiko practiced that way of life. There is an anecdote that when Michiko gave a candy ball to a Korean who came to Inukai’s house to pick up a toilet, tears spilled from his eyes (Nikkei Business Online).

Tsuyoshi Inukai supported the 1911 Revolution of Sun Yat-sen, and together with the Tatar religious leader Abdurreshid Ibrahim (1857-1944).  He considered the solidarity of Asian peoples and the liberation of Asia from the European powers. He was a person who thought about removing the border wall of Asia, such as creating an opportunity for the establishment of “Asia Justice Society”, and such an idea of ​​his grandfather had a great influence on Michiko’s life. She had come to engage in a refugee support activity in Asia, Africa and Europe, such as “Midori Ippon” tree planting campaign and the establishment of the “Inukai Fund”.

Three million Afghan refugees fleeing to Pakistan in the 1979 Soviet invasion of Afghanistan cleared forests to obtain wood for heating, and the area around the refugee camp quickly became a bald mountain. Deforestation causes ecosystem destruction, global warming, increased floods and droughts, and desertification. If the land is not regenerated, it will be difficult to secure food for refugees and other residents of the host country. Inukai advocated a tree-planting movement, and it goes without saying that  her activity was the opposite of nationalism.
