トルストイの言葉
「どんな戦争であれ、どちらか一方だけが悪いという意見には、到底賛成できない。どちらの行動がより愚劣だったか決めることはできようが、そんなことを詮索しても、なぜ戦争という恐るべき、残酷な、非人間的な現象が起きるのか、その最も手近な原因さえ明らかにすることはできない。だが戦争の原因は、自ら目を閉ざさない者にとっては明白である。第一に、財産の不正な分配、すなわち窃盗だ。第二に、軍人すなわち殺人のために教育された人間の階層が存在すること。第三に、大抵の場合は意識的に人を欺く、虚偽の宗教。若い世代は、それを通じて無理やり教育される」 （レフ・トルストイ「G.M.ヴォルコンスキー宛の1899年12月4日付書簡」）
利益を求めるアメリカの軍産複合体
ウクライナをめぐってロシアとアメリカの緊張が高まっている。プーチン大統領は欧米のメディアが彼を「悪者」に仕立てていることに反発しているらしい。アメリカの軍需産業レイセオンのグレッグ・ヘイズＣＥＯはウクライナ情勢について「国際的セールスの機会があるかを観察している。先週は、ホーシー派のドローン攻撃があったＵＡＥの情勢を見守っていた。当然、東ヨーロッパや南シナ海の緊張など国防予算に対するプレッシャーがあるものについては何らかの利益があるものと期待している」と語った。
米国防総省は、極超音速ミサイルなど次世代兵器の開発に力を入れ、中国の脅威などを理由に核兵器の近代化に今後３０年の間に２兆ドルの予算を費やす計画で、人類の存続も危ぶまれるような事態になっている。ロシアはアメリカが西側の境界線を東側に拡大しようとし、アメリカがロシアや旧ソ連圏を分割しようと考えている。アメリカがウクライナのＮＡＴＯ加盟を考えていることは確かで、東欧をめぐってアメリカとロシアは地政学的な綱引きを行っているようだ。ＮＡＴＯの拡大はアメリカの軍需産業の市場の拡大を意味し、トルストイの表現を借りれば「窃盗」ということになる。アメリカの軍産複合体の利益のために一般の市民が犠牲になる事態はまったく不合理だが、それを覆い隠すのは「相手が悪い」という論理、つまり虚偽の宗教であるナショナリズムに訴えることだ。
アジア太平洋戦争 ―日本が一方的に悪いわけではなかった
日本のアジア太平洋戦争についても中国や朝鮮半島については、日本は多大な迷惑をかけたが、アメリカやイギリスなど欧米諸国との戦いは日本が一方的に悪いわけではない。と言っても日本の第二次世界大戦への関与を正当化する意図は毛頭ない。
フランクリン・ルーズベルト大統領（在任１９３３～４５年）は、日本政府のアメリカとの関係改善の意向にもかかわらず、資源小国の日本経済がマヒするような制裁策を続々ととっていった。ルーズベルトの判断で１９３９年１２月に日本に対する航空燃料と飛行機用の潤滑油の輸出が規制された。さらに１９４０年１０月１６日には、くず鉄や鉄鋼の輸出がイギリスと西半球の国々（アメリカ大陸やその周辺）を除いて行われなくなる。その標的になったのが、日本であったことはいうまでもない。１９４１年７月２６日にアメリカは日本の在米資産を凍結し、日本との通商関係を事実上打ち切った。その一週間後、ルーズベルト政権は石油の輸出を停止した。ヘンリー・スティムソン国務長官は１９４１年１１月２５日付で、「問題はいかに日本に先に撃たせ、かつアメリカの被害を少なくすることだ」と綴っている。
トルストイの言う通り戦争は一方だけが悪いわけではない。戦争を始める政治指導者の責任は重大である。ウクライナの緊張でも武力によらない解決を考えるべきだ。

Tolstoy’s words
Leo Tolstoy:
“When I am told that all blame in a war lies only on one side, I can never agree with such a view. While it may be true that one of the sides acts in a worse way than the other, attempts to find out which of them is the worst will come nowhere near explaining why such a horrible, cruel and inhumane phenomenon as a war is taking place. For anyone who does not close their eyes to the truth, these reasons are obvious. There are three of them: first, unequal distribution of wealth, that is some people robbing others; second: the existence of the military class, that is people who are trained and intended for killing; and third, a false, deliberately deceptive religious teaching that young generations are forcibly brought up in.” (From a letter to G.M. American military-industrial complex seeking profit
Tensions between Russia and the United States are rising over Ukraine. President Putin seems to be opposed to Western media making him a “bad guy.” Greg Hayes, CEO of Raytheon, the US munitions industry, said of the situation in Ukraine, “Tensions in eastern Europe, the tensions in the South China Sea, all of those things are putting pressure on some of the defence spending over there. So I fully expect we’re going to see some benefit from it.”
The U.S. Department of Defense plans to spend $ 2 trillion on the modernization of nuclear weapons over the next 30 years due to the threat of China and other factors, focusing on the development of next-generation weapons such as hypersonic missiles. The situation is such that survival of humankind is in jeopardy. Russia thinks that the United States wants to expand its western boundaries to the east, and to divide Russia and the former Soviet Union. It is certain that the United States is considering joining Ukraine with NATO, and it seems that the United States and Russia are conducting geopolitical tug of war over Eastern Europe. The enlargement of NATO means the expansion of the market of the American military industry, and in Tolstoy’s expression, it is “theft”. It’s completely unreasonable for the general public to be sacrificed for the benefit of the American military-industrial complex, but what hides it is to resort to the logic of “bad”, a false religion, nationalism.
Asia Pacific War-Japan was not unilaterally bad
Regarding Japan’s Asia Pacific War, Japan caused a great deal of trouble for China and the Korean Peninsula, but Japan is not unilaterally bad at fighting Western countries such as the United States and Britain. However, there is no intention to justify Japan’s involvement in World War II.
President Franklin Roosevelt (1933-45) has taken a series of sanctions to paralyze the Japanese economy, a resource-poor country, despite the Japanese government’s intention to improve relations with the United States. At Roosevelt’s discretion, the export of aviation fuel and lubricating oil for airplanes to Japan was restricted in December 1939. Furthermore, on October 16, 1940, exports of scrap steel and steel will cease, except in the United Kingdom and the countries of the Western Hemisphere (the Americas and its surroundings). Needless to say, the target was Japan. On July 26, 1941, the United States frozen Japan’s assets in the United States, effectively terminating its trade relations with Japan. A week later, the Roosevelt administration stopped exporting oil. Secretary of State Henry Stimson wrote on November 25, 1941, “The problem is how to get Japan to shoot first and reduce the damage to the United States.”
As Tolstoy says, war is not the only one that is bad. The responsibility of political leaders to start a war is significant. Even the tensions in Ukraine should be considered a solution that does not rely on force.
