ウクライナ戦争でも潤う軍産複合体／Military-industrial complex that is moisturized even in the Ukrainian war

ウクライナ戦争で利益を上げる欧米の軍需産業

　ウクライナ戦争でも軍産複合体は潤っているようだ。ヨーロッパ最大の軍需産業であるイギリスのBAEシステムズは、ウクライナ開戦以来２６％株価を上げた。EUは４億５０００万ユーロの武器を購入し、ウクライナに移転することを明らかにし、米国は３億５０００万ドルの軍事支援を行うことを約束した（”Conversation” March 9, 2020）米国のバイデン大統領はロシアの軍需産業に経済制裁を科したが、欧米の軍需産業も民需に転換するなどの取り組みがない限り、人類は戦争とずっと付き合うことになる。

米国経済の立て直しに貢献した軍産複合体

１９２９年の世界恐慌から米国経済が立ち直れたのは、ニューディール政策ということになっている。しかし、第二次世界大戦で米国は世界の兵器工場となって、ヨーロッパの連合国に供給したり、日本など枢軸国との戦いで用いたりしたことは、米国の軍需産業を肥大化することになり、米国はその規模を縮小できないままでいる。

平時においても、兵器システムの開発に莫大な予算がつけられていく。さらに、軍事費に莫大な予算をつけることは、軍需産業で働く労働者や兵士たちの雇用を確保するためにも必要なことである。

イラク戦争の背景にも軍産複合体の意向があった

　２００３年のイラク戦争の背景に軍産複合体の意向があったことは確かだろう。米国の軍需産業は戦争がなければ、その生産ラインを維持できない。しかし、軍産複合体の意向で始められた戦争は、結局米国やヨーロッパに対して牙を剥く「イスラム国（ＩＳ）」の誕生をもたらし、米国民そのものの安全をも脅かすようになった。軍産複合体による利益の追求は、米国民の安全には役立っていないのだ。軍産複合体に依存する米国の経済構造や、軍産複合体の米国政治に対する影響力が弱まることがなければ、米国は戦争を行い続け、他国に干渉し、その中で一般の市民が犠牲となり続けるだろう。私たちはこうした米国の政治・経済・社会の仕組みを理解しなければならない。

米国とイスラエルの軍事協力

２０１４年のイスラエルのガザ攻撃中、米国はイスラエルのロケット防衛システム「アイアンドーム」に対して２億２５００万ドル（およそ２３０億円）の拠出を決定した。ガザでの死者が２０００人を超える中でアメリカのイメージを低下させるものであった。アイアンドームはイスラエルの軍事産業であるエリスラやラファエル社などの製造によるものだが、米国の軍需産業の大手レイセオンの部品が使われていて、アメリカの国家予算がガザ攻撃の中で米国の軍需産業の利益として還流する仕組みになっていた。米国はイスラエルのガザ攻撃中にイスラエル国内に米軍が備蓄している弾薬のイスラエルへの供与を承認した。

イスラエルの労働力の５分の１は軍事関連の産業に雇用され、米国の軍事テクノロジーはイスラエルでさらに発展し、世界に輸出されることになっている。ガザ攻撃が行われる背景にはこうした米国やイスラエルの軍産複合体の意図があることは確かだった。こうして開発された米国の武器がウクライナ戦争でも使われていることは間違いない。

Western military industries profitable in the Ukrainian war

The military-industrial complex seems to be moistened even in the Ukrainian war. Britain’s BAE Systems, Europe’s largest munitions industry, has raised its share price by 26% since the start of the war in Ukraine. The EU has announced that it will buy weapons of 450 million euros and move them to Ukraine, and the United States has promised to provide $ 350 million in military assistance to Ukraine (“Conversation” March 9, 2020). The US president Joe Biden has imposed economic sanctions on Russia’s munitions industry.  Unless the Western munitions industry is also converted to civilian demand, humankind will continue to deal with the war.

The military-industrial complex that helped rebuild the American economy

It is said that the New Deal policy has helped the US economy recover from the Great Depression of 1929. However, becoming the world’s weapons factory in the United States in World War II, supplying it to the Allied Powers of Europe, and using it in the war against Axis powers such as Japan would enlarge the defense industry in the United States. The United States remains unable to scale.

Even in peacetime, a huge budget will be allocated to the development of weapon systems. In addition, a huge budget for military spending is necessary to secure employment for workers and soldiers working in the military industry.

There was also the intention of the military-industrial complex in the background of the Iraq War

It is certain that there was an intention of the military-industrial complex in the background of the 2003 Iraq War. The US defense industry cannot maintain its production line without war. However, the war started with the intention of the military-industrial complex eventually brought about the birth of an “Islamic State (IS)” that strips the fangs of the United States and Europe, and threatened the security of the American people themselves. The pursuit of profits from the military-industrial complex has not helped the security of the American people. Unless the military-industrial complex’s dependent economic structure and the military-industrial complex’s influence on American politics diminish, the United States will continue to wage war, interfering with other nations, and sacrificing the general public in it. We must understand how American politics, economy, and society work.

US-Israel military cooperation

During the 2014 Israeli attack on Gaza, the United States decided to contribute $ 225 million to Israel’s rocket defense system “Iron Dome.” With more than 2,000 deaths in Gaza, it detracted from America’s image. The iron dome is manufactured by Israeli military industries such as Elisra and Rafael, but parts of Raytheon, a major US munitions industry, are used, and the US national budget is in the Gaza attack of the US munitions industry. It was a mechanism to return as a profit. The United States approved the provision of ammunition stored by the US military in Israel to Israel during the Israeli attack on Gaza.

One-fifth of Israel’s workforce will be employed in military-related industries, and US military technology will be further developed in Israel and exported to the world. It was certain that the intention of the military-industrial complex of the United States and Israel was behind the Gaza attack.  There is no doubt that the US weapons developed in this way are also used in the Ukrainian War.
