イスラエルの戦争は正しくない　―１０歳の少女の死が意味するもの／Israel’s War Is Not Right – What Death of a 10-Year-Old Girl Means

１１日、イスラエル軍のガザ空爆で頭部を負傷し、東エルサレムの病院で治療を受けていたラヤーン・アル・シャーエルさん（１０歳）が亡くなった。パレスチナの「ワファ通信」によれば、５日から７日まで継続したガザ空爆では４８人が亡くなったが、そのうち４人が女性、子供が１７人であった。負傷者は１５１人の子供を含む３６０人だった。

イスラエル軍の空爆は武装組織「イスラム聖戦」の指導者の殺害を図ったものだったが、この空爆が正しくないのは武装組織とは関わりのない子供を含む市民の犠牲を伴うからだ。米軍がアルカイダやＩＳの指導者の殺害をイラクやアフガニスタンなどで主権を無視して行うと同様に、ガザの武装組織の指導者は裁判にもかけられずに、イスラエル国外で殺害されている。

１９４９年８月１２日のジュネーヴ諸条約の国際的な武力紛争の犠牲者の保護に関する追加議定書（議定書Ⅰ）（１９７７年採択）は、文民の保護について総則の第１条４項で「国際連合憲章並びに国際連合憲章による諸国間の友好関係及び協力についての国際法の諸原則に関する宣言にうたう人民の自決の権利の行使として人民が植民地支配及び外国による占領並びに人種差別体制に対して戦う武力紛争を含む。」とある。

「人民の自決の権利」「植民地支配」「外国による占領」「人種差別体制」、すべて現在のイスラエルとパレスチナの関係に当てはまる。イスラエルはパレスチナ人の自決の権利を奪い、植民地支配を行い、占領を継続し、イスラエル国内や占領地で人種差別体制を敷いている。このようにパレスチナ人がロケットなどで占領と戦うことは国際法からも認められ、逆にイスラエルのガザ攻撃は国際法の観点からまったく正しくない。イスラエルが占領政策やガザへの封鎖をあらためない限り、パレスチナ人はイスラエル領内にロケットを撃ち続けることになるだろう。

イスラエルのガザ空爆が当初からガザ市民の殺害を意図するものであることは、たとえば２００８年２月にイスラエル軍がガザ空爆を継続する中で、ハマスがロケット攻撃で応酬すると、オルメルト政権のマタン・ヴィルナイ国防副大臣はロケット攻撃を停止しなければ、ガザの「ショア（Shoah）」になると発言した。

「ショア」とは、ユダヤ人の言語ヘブライ語で「滅亡、壊滅」を意味する言葉で、特にナチス・ドイツによるユダヤ人絶滅計画をイスラエルでは「ショア」と呼んでいる。

　また、２０１２年１１月に、アリエル・シャロン元首相の息子のギラド・シャロン（１９６６年生まれ）が「エルサレム・ポスト」紙に寄稿し、「イスラエルは原爆が投下された後の広島のようにガザをペチャンコにすべきである」と訴えたことがある。

　これらの発言はイスラエルの軍事力を背景に、ガザ住民の生命など考慮することなく、ガザを徹底的に破壊することを意図したもので、言うまでもなくナチス・ドイツのホロコーストと同じ発想と言える。

　１０日、１１日とイスラエル空爆後のガザ地区に入った「北海道パレスチナ医療奉仕団」の猫塚義夫医師のフェイスブック・ページによれば、ガザではラバに引かれた荷車の多さが目立ったという。２００７年から続くイスラエルのガザ封鎖によってガソリンなどの燃料が不足しているからだ。燃料不足は医療、教育など市民生活全般に及ぶことは言うまでもない。

　ハージョ・マイヤー博士（１９２４～２０１４年）はオランダの物理学者で、アウシュビッツでの収容経験があり、晩年は反シオニズム（イスラエル国家の基盤となるナショナリズム思想）の運動に従事し、イスラエルが「ホロコースト」をパレスチナ人に対する犯罪を正当化するために利用していると非難するようになった。２０１０年にイギリス労働党のジェレミー・コービン氏に招請された講演会では、空爆などイスラエルのガザの人々に対する扱いをホロコーストにおけるユダヤ人の大量殺害にたとえた。

　アメリカもイギリスもイスラエルが市民を守る権利があるとイスラエルの空爆を擁護する姿勢を見せたが、ガザ市民の犠牲に言及し、非難することはなかった。

The Israeli airstrike was intended to kill the leader of the Islamic Jihad militant group, but this airstrike is incorrect because it involves the casualties of civilians, including children, who are not associated with the militant group. In the same way that the US military has disregarded sovereignty by killing Al-Qaeda and IS leaders in places like Iraq and Afghanistan, leaders of armed groups in Gaza are being killed outside Israel without even being brought to justice.

Article 1(4) provides that armed conflicts in which peoples are fighting against colonial domination, alien occupation or racist regimes are to be considered international conflicts.

“People’s right to self-determination,” “colonial domination,” “alien occupation,” and “racist regimes” all apply to current Israeli-Palestinian relations. Israel deprives Palestinians of their right to self-determination, conducts colonial rule, continues the occupation, and imposes a racist regime within Israel and in the occupied territories. International law allows the Palestinians to use rockets to fight the occupation, while Israel’s attack on Gaza is completely wrong from the standpoint of international law. Palestinians will continue to fire rockets into Israeli territory unless Israel changes its occupation policy and blockade of Gaza.

The fact that Israel’s airstrikes on Gaza were intended from the outset to kill Gaza citizens, for example, in February 2008, as Israeli forces continued their airstrikes on Gaza, when Hamas responded with rocket attacks, the Olmert regime’s Matan Deputy Defense Minister Vilnay said that if the rocket attacks were not stopped, it would become the “Shoah” of Gaza.

“Shoah” is a word that means “destruction” in the Jewish language Hebrew, and in particular the Jewish extermination plan by Nazi Germany is called “Shore” in Israel.

In November 2012, Gilad Sharon (born 1966), the son of former Prime Minister Ariel Sharon, contributed to the Jerusalem Post, stating, “Israel is like Hiroshima after the atomic bombing. should be flattened.”

These remarks were intended to completely destroy Gaza against the background of Israel’s military power without considering the lives of Gaza residents.

According to the Facebook page of Yoshio Nekozuka, a doctor of the Hokkaido Palestine Medical Volunteer Corps who entered the Gaza Strip after the Israeli airstrikes on the 10th and 11th, the number of carts pulled by mules was conspicuous in Gaza. It says that the Israeli blockade of Gaza since 2007 has led to a shortage of gasoline and other fuels. It goes without saying that fuel shortages will affect all areas of civil life, including medical care and education.

Dr. Hajo Meyer (1924-2014) was a Dutch physicist who was incarcerated at Auschwitz, engaged in anti-Zionism (the nationalist ideology that forms the basis of the Israeli state) movement in his later years, and led Israel to the “Holocaust.” to justify crimes against Palestinians. In 2010, at a lecture invited by Jeremy Corbyn of the British Labor Party, he likened Israel’s treatment of the people of Gaza, including airstrikes, to the mass murder of Jews during the Holocaust.

Both the United States and the United Kingdom defended Israel’s airstrikes by saying that Israel has the right to protect its citizens, but they did not mention and condemn the casualties of Gaza citizens.
