　１９６７年１０月２１日、ワシントンＤＣでのベトナム戦争反対デモ（いわゆる「ペンタゴン大行進」）の集会でピーター、ポール＆マリー（ＰＰＭ）が「Wasn’t That a Time」という曲を歌っていた。

　この歌はピート・シーガーによるもので、アメリカ独立戦争の１７７７年から１７７８年にかけて戦われたバレーフォージの戦いを歌ったものだった。ピート・シーガー版の一部は

　曲のタイトルの「Wasn’t That a Time」は、「本当にひどい時代だった」という意味だが、「ペンダゴン大行進」で歌ったＰＰＭのヴァージョンはベトナム戦争当時のことを歌い、現在形になっていて、ベトナム反戦の意志を表している。「わが国に自由はない／あるのは恐怖と憎悪ばかり／人々の心に問いかける時ではないか／今は本当にひどい時代」という歌詞は今のアフガニスタンを連想せざるを得なかった。

　上に紹介したＰＰＭの歌詞の前には「The wars are long, the peace is frail, the madmen come again（戦争は長く、平和はもろく、狂人たちがまたやって来る）という歌詞がある。アフガニスタンでは、４０年以上も戦火が続き、米国やＮＡＴＯがもたらした平和はもろく、新しい政府は腐敗で国民に不人気だった。戦争で政権を奪取しようとしている原理主義のタリバン政権が成立した。欧米諸国の後押しで成立した「Elimination of Violence against Women (EVAW：婦人に対する暴力の削減法)」なども廃止された。いったい何のための戦争だったのか。

　でも書いたが、アメリカは対テロ戦争の意義を放棄するかのように、米軍を撤退させた。アフガニスタンでも戦争で民主主義をもたらそうとする発想自体に驕りがあり、混乱の中で撤退するのはあまりに無責任だった。タリバンに見られるように、武力で権力を奪う、あるいは武力で政治を変えようとする発想は、ソ連やアメリカなど諸外国がアフガニスタン社会に植えつけたものだ。アメリカのアフガン政策は失敗のまま幕を引いてしまったが、ベトナム、イラク、アフガニスタン、アメリカはこれらの戦争の失敗から何も学んでいないようで、ＰＰＭの「狂人たちがまたやって来る」というのはベトナム戦争当時のアメリカに向けられたものだ。アジアや中東にアメリカが「またやって来る」たびに日本の戦争協力も進むことに危惧を覚える。
