トンガより愛をこめて　日本より愛をこめて

南太平洋の島国トンガで海底火山が爆発し、その火山灰が堆積するなどの被害状況が次第にわかってきた。爆音はアメリカまで届いたというからその爆発の凄まじさや規模は容易に想像できる。

人口は１０万５０００人程度の小国だが、日本ではラグビーが盛んというイメージがあり、２０１９年のラグビー・ワールドカップの日本代表チームの中島イシレリ選手やバル・アサエリ愛選手はトンガ出身だ。

日本はＪＩＣＡや青年海外協力隊がトンガのゴミ処理の問題に取り組んできた。島の消費生活が輸入に頼るようになるにつれ、ゴミが増えてきたが、ゴミ処理施設の改善と、またゴミ収集システムのサービスに対する支援を行うようになった。ここでも、工業国が漁業や農業国の生活の正常な循環を破壊するようになった印象である。

２０１１年の東日本大震災の時、トンガのサトイモやカボチャの生産者は、「トンガより愛をこめて」というメッセージとともに、サトイモやカボチャを東北被災地に贈り、サトイモは１０トンも提供された。またトンガ赤十字などが義援金を募ったが、義援金の総額ではなく、ＧＤＰ比に換算すると、世界で最も貢献してくれた国という見方もあるようだ。

トンガは激しい地震活動が発生する環太平洋火山帯内にあり、島々は、南西から北東に伸び、島の多くは珊瑚礁が隆起したもので、またいくつかの島は火山を起源とする。

トンガの経済は、国土の総面積の４０％以上が農業に使用され、労働力の３分の１が農業に従事し、輸出収入の５０％が農業に頼る国だ。農業は国内総生産の５分の１を占めるが、農業は気象状態と、世界市場価格の変動に大きな影響を受ける。この国の最も主要な輸出品はバニラと魚だ。

また、観光業はトンガの２番目に重要な外貨収入源だが、コロナウイルスの流行で、２０２０年３月に政府の特別な許可がない限り外国人の入国を認めない非常事態宣言を行い、観光業はほとんど機能しなくなった。ゼロ・コロナ政策によって、これまでの累計感染者は１人という少なさだ。

意外なことに、この国の最大の収入源は特にニュージーランド、ハワイ、オーストラリアで働くトンガ人からの送金で、世界経済プラットフォームによると、海外で働くトンガ人から送金されたお金は、２０１４年から２０２０年の間に１億２００万ドルから１億４２００万ドルに増加した。

地球の気候変動はこの国にも影響を及ぼすようになり、海面上昇は農業と定住地の脅威となってきた。海面上昇は近年年間６ミリメートルと世界平均を大きく上回ったが、トンガの人口の大部分はトンガの大きな島々の海岸地帯に定住してきた。トンガの高地は人間が居住するのに適していないために、他の島の比較的海抜の高く、海岸に近いところに移住する人々も現れている。海面上昇と暴風雨のために、道路など海上に近いところのインフラ整備が年々求められるようになった。また、海水温の上昇によって、サンゴ礁の生態系に変化が生まれ、魚の移動パターンが変わり、漁業収入を不安定なものにしている。

日本政府はトンガの復興・復旧のためにできることは何でもしたいと述べているが、気候変動など問題意識を共有できる分野もある。昨日紹介した中村哲医師の言葉ではないが、災害支援という一過性のものではなく、日本人も長期的な視野に立って人間交流を行い、協力できる分野を探していくべきだ。

The damage situation such as the explosion of a submarine volcano in Tonga, an island country in the South Pacific Ocean, and the accumulation of volcanic ash has gradually become clear. Since the sound of the explosion reached the United States, it is easy to imagine the terribleness and scale of the explosion.

Although it is a small country with a population of about 105,000, there is an image that rugby is popular in Tonga, and Isileli Nakajima and Ai Bar Asaeri of the Japanese national team of the 2019 Rugby World Cup are from Tonga.

JICA and Japan Overseas Cooperation Volunteers have been working on the problem of waste disposal in Tonga. As the island’s consumer life relied on imports, the amount of garbage increased, but Japanese began to improve its garbage disposal facilities and support the services of its garbage collection system. Again, the impression is that industrialized nations have begun to disrupt the normal cycle of life in fishing and agricultural nations.

At the time of the 2011 Great East Japan Earthquake, producers of taro and pumpkin in Tonga donated taro and pumpkin to the disaster area in Tohoku with the message “With love from Tonga”, and 10 tons of taro was provided. In addition, the Tonga Red Cross and others have solicited donations.  It seems that there is a view that it is the country that has contributed the most in the world when converted to the GDP ratio, not the total amount of donations.

Tonga is located within the Pacific Ring of Fire, where intense seismic activity occurs, with islands extending from southwest to northeast, many of which are uplifted coral reefs, and some of which originate from volcanoes.

Tonga’s economy is a country where more than 40% of the total land area is used for agriculture, one-third of the labor force is engaged in agriculture, and 50% of export revenue depends on agriculture. Agriculture accounts for one-fifth of the gross domestic product, but agriculture is greatly affected by weather conditions and fluctuations in world market prices. The country’s most major exports are vanilla and fish.

Tourism is also Tonga’s second most important source of foreign currency income, but due to the coronavirus epidemic, in March 2020, a state of emergency was declared to prevent foreigners from entering the country without special permission from the government. The work has almost stopped working. Due to the Zero-Corona policy, the cumulative number of infected people so far is as small as one.

Surprisingly, the country’s largest source of income comes from Tongans working abroad, especially in New Zealand, Hawaii and Australia, and according to the World Economic Platform, money sent from Tongans working abroad increased from $ 102 million to $ 142 million during the year between 2014 and 2020.

Global climate change has also affected the country, and rising sea levels have become a threat to agriculture and settlements. Although sea level rise has risen significantly above the world average at 6 millimeters annually in recent years, most of Tonga’s population has settled in the coastal areas of Tonga’s large islands. Because the highlands of Tonga are not suitable for human settlement, some people have migrated to other islands, relatively high above sea level and close to the coast. Due to rising sea levels and storms, infrastructure development near the sea, such as roads, has been required year by year. In addition, rising seawater temperatures have created changes in coral reef ecosystems, and changing fish movement patterns have destabilized fishery income.

The Government of Japan has stated that it wants to do whatever it can to rebuild and restore Tonga.  There are also areas where it is possible to share awareness of issues such as climate change. As I introduced the words of Dr. Tetsu Nakamura yesterday, it is not a transient thing to call disaster relief, but Japanese people should also engage in human exchange from a long-term perspective and search for fields where they can cooperate.
