海部元首相の訃報と日本外交独自の立場

　湾岸戦争の際に首相だった海部俊樹氏が亡くなった。訃報とともに繰り返し語られるのは湾岸戦争に対して１３０億ドルを拠出したが、国際的には低い評価しか得られなかったというものだ。

　当時の在イラク日本大使だった片倉邦雄氏は昨年湾岸戦争後３０年のインタビュー記事の中で国際的に低い評価しか得られなかったというのは心外だったと語っている。イラクが侵攻したクウェートでは、日本大使館員がアメリカ大使館の外交官たちを、危険を承知で匿っていたことを明らかにした。（「東京新聞」２０２１年１月２５日）

　中東イスラム世界では日本に対する否定的な評価はあまり聞かれない。日本の高い技術力、米国に原爆を落とされ戦争に敗れながらも、目覚ましい戦後復興を遂げたこと、日本のアニメや漫画などのソフトパワーなど、さらには柔道や空手など武道も愛好され、日本人の礼儀正しさも評価されている。ただ、同記事の中で片倉氏も述べているように、外交的には「日本の立場はアメリカと同じ」と考えられるようになった。これも湾岸戦争を契機とするものだったように思う。

　また、１３０億ドルという巨額の支出をしながら、それが何に使われたのかも、国民には十分な説明が行われず、米軍など多国籍軍の武器・弾薬の購入に充てられたのではないかという憶測もあった。

　片倉氏が湾岸戦争以前、日本は国際舞台の一角にいたというのは、第４次中東戦争の際に、石油の確保が目的だったとはいえ、パレスチナの民族自決権を認め、イスラエルの占領地からの撤退を求め、さらにはイラン・イラク戦争の調停も独自に行った。湾岸戦争後、日本は独自の外交的立場をとることが希薄となった。中東イスラム世界をはじめ国際社会から敬意をもたれるには日本外交の独自性が必要だ。また、国連安保理の常任理事国入りを目指すのならば、なおのこと独自の立場を訴えることが求められている。アメリカといつも行動が一緒という常任理事国は不要と見なされてもしかたない。

　片倉氏は日本がアメリカの危うさに日本が巻き込まれるという点で２０１５年の平和安保法制に反対したと語っているが、アメリカが９１１の同時多発テロなどテロに遭うのは、その中東イスラム世界外交に重大な欠陥があるからだ。国際法を破るイスラエルへの無批判な支援、またイスラム世界に対する軍事介入は市民の犠牲を伴い、現地の人々の恨みや反発を買ってきた。アメリカの外交にやみくもに付き合うことが日本人の安全を高めるとは思えない。

　海部元首相は、「国際社会」の目を気にしてか、自衛隊の掃海艇を湾岸戦争後に派遣した。その後、自衛隊の海外での役割は次第に拡大するようになっている。アフガニスタンで用水路の建設など支援活動を行った中村哲医師は自衛隊の海外派遣は現地の日本人を危険にさらすものという危惧を再三表明していた。

　それは、中曽根政権で官房長官を務めたことがある後藤田正晴氏が「たとえアリの一穴でも開けてはならない」と自衛隊の派遣に強く反対し、危惧した通りになっている。アメリカの軍事行動に際限なく付き合えば、それはアリの一穴で堤防が崩れるようなものだ。

　際限ないように思われるアメリカの戦争、国民のために日本外交のあるべき姿についてあらためて考えさせる海部元首相の訃報であった。

Mr. Toshiki Kaifu, who was the Prime Minister during the Gulf War, died. It is reiterated with the news that it contributed $ 13 billion to the Gulf War, but received a low international reputation.

Kunio Katakura, the Japanese ambassador to Iraq during the Gulf War, said in an interview article of 30 years after the Gulf War last year that he annoyed at only a low international reputation. He revealed that in Kuwait, where Iraq invaded, Japanese embassy officials had took the risk of concealing the diplomats of the US embassy. (“Tokyo Shimbun” January 25, 2021)

Negative evaluations of Japan are rarely heard in the Islamic world of the Middle East. Japan’s high technology, the fact that the atomic bomb was dropped by the United States and lost to the war, but the remarkable postwar reconstruction was achieved, the soft power of Japanese animation and manga, and the martial arts such as judo and karate are also loved by the the Middle Eastern people. Japanese politeness of is also appreciated. However, as Mr. Katakura stated in the same article, diplomatically, “Japan’s position is the same as that of the United States.” I think this was also triggered by the Gulf War.

While spending a huge amount of $ 13 billion, Japanese government did not fully explain what it was used for, and it was also speculated that the money was used to purchase weapons and ammunition for multinational forces such as the U.S. military.

Before the Gulf War, Katakura said that Japan was in the corner of the international arena, even though the purpose was to secure oil during the Yom Kippur War in 1973, Japan acknowledged Palestine’s right to self-determination. Japan called for Israeli withdrawal from the territories that Israel had been occupying and also arbitrated the Iran-Iraq. After the Gulf War, Japan was less likely to take its own diplomatic position. The uniqueness of Japanese diplomacy is necessary to be respected by the international community, including the Islamic world of the Middle East. If Japan wants to become a permanent member of the UN Security Council, Japan is even more required to take its own position. Permanent members who always act together with the United States can be considered unnecessary.

Mr. Katakura said that he opposed the 2015 Peace and Security Legislation in that Japan could be involved in the danger of the United States. The United States suffers from terrorist attacks such as the 9/11 terrorist attacks because of its serious flaws in Islamic world diplomacy.  The US uncritical support for Israel, which breaks international law, and the US military intervention in the Islamic world have come at the expense of civilians and have caused resentment and opposition from the locals. I don’t think that blindly dealing with American diplomacy will enhance the security of the Japanese.

Former Prime Minister Kaifu dispatched a minesweeper of the Self-Defense Forces after the Gulf War after paying attention to the eyes of the “international community,” namely the US.  Since then, the role of the Self-Defense Forces overseas has gradually expanded. Dr. Tetsu Nakamura, who carried out support activities such as the construction of irrigation canals in Afghanistan, repeatedly expressed concern that the overseas dispatch of the Self-Defense Forces would endanger the local Japanese.

This is exactly what Masaharu Gotoda, who had served as Chief Cabinet Secretary under the Nakasone administration, strongly opposed the dispatch of the Self-Defense Forces, saying, “Even a hole by an ant should not be opened.” If we continue to be endlessly associated with US military action, no matter how irrational it may be, it is just as an ant’s hole would collapse the embankment.

It was the news of former Prime Minister Kaifu’ death, who reminded us of the seemingly endless war in the United States and the ideal form of Japanese diplomacy for its nationals.
