小池都知事のウクライナ難民受け入れ

　東京都の小池知事は１１日の記者会見で当面ウクライナからの避難民を当面都営住宅百戸で受け入れ、最大７００戸まで拡大する考えを明らかにした。小池氏は「タイミングを逸することなく機動的に対処していく」とも述べた。ウクライナ難民を受け入れるのは結構だが、従来のアフガン難民やシリア難民など中東難民に比べると、破格の扱いだという印象は否めない。

厳格な日本の難民受け入れ

　日本は難民認定に厳格な国として知られるが、２０１５年のヨーロッパ難民危機の際に、ドイツが１００万人以上の難民を受け入れる中で、日本がこれまで難民認定したシリア人の数は内戦が勃発した２０１１年から２０２０年の間で１１７人の申請中、認定されたのは２２人と（難民支援協会）極端に少ない。また、政府軍とクルド人武装勢力の衝突が続くトルコから逃れてきたクルド人に難民認定したケースはいまだにない。希望が見えない入管での収容生活に抗議してハンガー・ストライキをする人々もいる。

ロヒンギャ難民の嘆き

２０１９年９月に群馬県館林市で会ったミャンマーのロヒンギャ難民の男性（当時４２歳）は

「私にはいまパスポートもなく、無国籍な状態に置かれています。１年８カ月の間、茨城県牛久の入管施設に住んでいました。難民の申請はこれまで３回行っていますが、もちろん認められていません。難民問題に関心がある弁護士はいますが、支援してくれる人はそんなに多くありません。食事はロヒンギャの友だちとか、モスクに頼っています。入国管理局に出頭する際には強制送還など自分に不利益になることを言われるのではないかといつも強い不安を覚えています。」

と語っていた。

日本社会に溶け込もうとするクルド人たち

　日本にいるクルド人は２０００人ぐらいでそのほとんどがトルコ出身で、シリア出身のクルド人は４、５人程度で、きわめて少ない。これまで日本で難民認定されたクルド人たちは誰もいない。その背景には日本政府がトルコとの友好関係を配慮しているという指摘がされてきた。

　日本のクルド人たちは多くが埼玉県の川口市に住んでいるが、蕨駅は川口市の一部の最寄り駅でもあり、「ワラビスタン」という形容もされている。クルド人男性の多くは建設労働の現場で働く。川口市のクルド人たちは日本人とともに街頭でパトロールを行うなど、コミュニティーに融け込む努力も行っている。

　２０１９年１１月に来日したフランシスコ・ローマ教皇は、東京カテドラル聖マリア大聖堂で開かれた「青年との集い」で、日本で難民認定を求めるクルド人青年のラマザンさんと言葉を交わしながら「特にお願いしたいのは、ひどくつらい目にあって皆さんの国に逃れてきた人たちを受け入れることです」と述べたが、これは難民認定をすることが極度に少ない日本政府の対応を意識したものだった。

公平な難民受け入れを

　難民の受け入れ基準について恣意的なことがあってはならない。また人道支援が話題性によって左右されることがあってもならないが、世界第三位の経済規模をもつ日本にはそれなりの責任がある。ウクライナ難民の受け入れを契機に日本の難民受け入れについてあらためて検討したらどうだろう。農業、漁業など外国人の技能実習生に頼らなければ成り立たない分野もある。日本社会や経済の将来の在り方を考えつつ難民の受け入れについても考えるべきだと思う。

Governor Koike accepts Ukrainian refugees

Governor Yuriko Koike of Tokyo announced at a press conference on the 11th that she would accept evacuees from Ukraine for the time being in 100 metropolitan housing units and expand the number to a maximum of 700 units. Ms. Koike also said, “We will respond flexibly without missing the timing.” It is fine to accept Ukrainian refugees, but it is undeniable that it is treated exceptionally compared to traditional Afghan and Syrian refugees in the Middle East.

Strict acceptance of Japanese refugees

Japan is known as a country with strict refugee status.  During the 2015 European refugee crisis, while Germany accepted more than 1 million refugees, the number of Syrian people who have been recognized as refugees by Japan was very few. Between 2011 and 2020, when 117 people applied, only 22 were certified (Refugee Assistance Association), which was extremely small. In addition, there have been no cases of refugee recognition for Kurds who have fled Turkey, where clashes between government forces and Kurdish militants continue. Some people go on hunger strikes in protest of the immigration detention life with no hope.

Rohingya refugee mourning

A Rohingya refugee man (42 years old at the time) from Myanmar who met in Tatebayashi City, Gunma Prefecture in September 2019 said:

“I don’t have a passport and I’m stateless. I lived in an immigration facility in Ushiku, Ibaraki Prefecture for one year and eight months. I’ve applied for refugee three times so far. Of course, there are lawyers who are interested in refugee issues, but not many people support them. They rely on Rohinga’s friends and mosques for their meals. When I appear at the Immigration Bureau, I am always very worried that I may be told that I will be disadvantaged, such as deportation. “

Kurds trying to blend in with Japanese society

There are about 2000 Kurds in Japan, most of whom are from Turkey, and there are about 4 or 5 Kurds from Syria, which is extremely small. So far, no Kurds have been recognized as refugees in Japan. It has been pointed out that the Japanese government is considering friendly relations with Turkey in the background.

Many Kurds in Japan live in Kawaguchi City, Saitama Prefecture, but Warabi Station is also the closest station to a part of Kawaguchi City, and is also described as “Warabistan.” Many Kurdish men work in the field of construction labor. Kurds in Kawaguchi City are also making efforts to integrate into the community, such as patrols on the streets with Japanese people.

Pope Francis, who came to Japan in November 2019, exchanged words with Mr. Ramazan, a Kurdish youth seeking refugee status in Japan, at the “Gathering with Youth” held at the Cathedral of St. Mary in Tokyo. What he especially wanted to tell was to accept those who have fled to Japan due to severe hardships.

Fair refugee acceptance

There should be no arbitrary standards for refugee acceptance. Humanitarian assistance should not be influenced by topicality.  Japan, which has the third largest economy in the world, has some responsibility. Why not take the opportunity of accepting Ukrainian refugees to reconsider Japan’s acceptance of refugees? There are some fields such as agriculture and fishing that cannot be achieved without relying on foreign technical intern trainees. I think we should think about accepting refugees while thinking about the future of Japanese society and the economy.
