トルコ・イスタンブールでのウクライナ・ロシアの停戦協議／Ukraine-Russia ceasefire talks in Istanbul, Turkey

　トルコの仲介でウクライナとトルコの停戦協議がイスタンブールのドルマバフチェ宮殿で行われた。ドルマバフチェ宮殿はイスタンブール・ベシクタシュ地区のボスポラス海峡に面した埋め立て地に建てられたもので、１８４３年に着工され、１８５６年に完成した。１９２２年１１月にオスマン帝国最後のスルタン・メフメト６世が廃位されるまで帝国の王宮として利用された。ちなみにスルタンが兼ねていたカリフ位は従弟のアブデュルメジト２世が継承し、１９２４年にカリフ制は廃止された。

　３月２９日の停戦協議で、ロシアはキエフとチェルニーヒウ近郊の軍事作戦を縮小し、外交交渉に重点を置くことを明らかにした。ロシア側交渉団代表のウラジーミル・メディンスキー大統領補佐官は戦争をエスカレートしないような外交、軍事的手段を講じていくことを明らかにした。ウクライナ側交渉団代表のダヴィド・アラハミヤ最高会議（国会）与党「人民奉仕者党」会派長は、交渉における勝利の第一歩は舞台をベラルーシからトルコに変えることができたことだと述べた。停戦合意には、トルコ、ドイツ、カナダ、ポーランド、イスラエルが将来のロシアの侵攻に対して飛行禁止空域を提供することが提案されたと見られる。

　クリミア半島の最終的地位については、１５年間の交渉期間を設け、この間は軍事手段を用いないこと、ロシアが支援する分離主義者によって支配されるドンバス・ルハンスク地域はウクライナとロシアの大統領によって、個別に協議される。ウクライナはその安全の保障国をウクライナに招いて、安全保障のあり方を協議する。またロシアはウクライナの「非ナチ化（denazified）」の要求を取り下げる。

　トルコが仲介役を買って出ているのは、安全保障面、また経済面でメリットがあるからだ。トルコにはシリア内戦で４００万人を超えるシリア難民を受け入れてきたが、近隣諸国での紛争はトルコの安全保障にもマイナスの影響を及ぼすことになりかねない。ロシアのウクライナ侵攻が始まって以来、数千人のロシア人がトルコにやってきて、不動産を購入するようになったが、ロシアに対する制裁が継続するようだと、トルコの銀行には資金の回収ができないという不安もある。

　ロシアからガスの４０％を輸入するトルコは制裁が長期にわたって継続することはトルコ経済にもマイナス的影響をもたらすものであることは間違いない。トルコは、ロシアとの貿易で年間５８億ドルの収益があり、２０２１年には４７０万人のロシア人の観光客がトルコを訪れた。新型コロナウイルスの感染が流行し始めた２０２０年には２１０万人であったのに対して著しい増加だ。トルコは２０２２年に１０００万人のロシア人観光客を見込んでいたが、ロシア制裁が継続すれば観光収入を失いことになる。また、トルコはウクライナとロシアからの小麦とひまわり油の輸入に依存し、両国からの輸入は輸入量全体の４分の３を占める。

　トルコは、ロシアに対して経済制裁を科していないが、それは欧米諸国もトルコ経済の脆さを知っているからだ。２０２１年にはトルコの通貨リラは対ドルで４４％も価値を下げた。エネルギーのほとんどを輸入に依存するトルコは、ドル建てで石油・ガスを輸入していて、エネルギー価格の上昇はトルコ経済にとって大きな打撃となる。トルコが必死でウクライナとロシアの停戦協議の仲介役を行うのはトルコ経済の困難な状態も反映している。

A ceasefire talk between Ukraine and Turkey was held at the Dolmabahce Palace in Istanbul with the mediation of Turkey. The Dolmabahce Palace was built on a landfill facing the Bosphorus Strait in the Besiktas district of Istanbul. Construction began in 1843 and was completed in 1856. It was used as the royal palace of the empire until the demise of Sultan Mehmed VI, the last Sultan of the Ottoman Empire, in November 1922. By the way, the caliphate position that the Sultan also served was inherited by his cousin Abdulmejid II, and the caliphate system was abolished in 1924.

On March 29, Ukraine and Russia discussed a ceasefire, revealing that Russia would curtail military operations near Kyiv and Chernihiv and focus on diplomatic negotiations. Russian presidential aide, Vladimir Medinsky, the representative of the Russian negotiating team, has announced that he will take diplomatic and military measures to prevent the war from escalating. Ukrainian negotiator representative David Arahamiya, the ruling party’s “People’s Service Party” chairman, said the first step in the negotiations was to change the stage from Belarus to Turkey. The standstill agreement appears to have proposed that Turkey, Germany, Canada, Poland and Israel provide a no-fly zone for future Russian invasions.

A 15-year negotiation period will be set for the final status of the Crimean Peninsula, during which no military means will be used, and regarding the Donbas and Luhansk region, which is dominated by Russian-backed separatists, will be discussed separately by the Presidents of Ukraine and Russia. Ukraine will invite nations which would guarantee its security to discuss how security should be. Russia will also withdraw its demand for Ukraine’s “denazified”.

Turkey is buying an intermediary because of its security and economic benefits. Turkey has accepted more than 4 million Syrian refugees during the Syrian Civil War. Conflicts in neighboring countries could have a negative impact on Turkey’s security. Thousands of Russians have come to Turkey to buy real estate since Russia’s invasion of Ukraine began, but if sanctions on Russia continue, there is anxiety that Turkish banks will not be able to recover the funds.

Turkey, which imports 40% of gas from Russia, is undoubtedly having a negative impact on the Turkish economy if sanctions continue for a long time. Turkey earns $ 5.8 billion annually in trade with Russia, and in 2021 4.7 million Russian tourists visited Turkey. In 2020, when the outbreak of the new coronavirus began to spread, the number was 2.1 million. So it was a significant increase in 2021. Turkey expected 10 million Russian tourists in 2022, but if Russian sanctions continue, it will lose tourism revenue. Turkey also depends on imports of wheat and sunflower oil from Ukraine and Russia, with imports from both countries accounting for three-quarters of total imports.

Turkey does not impose economic sanctions on Russia because Western countries also know the fragility of Turkey’s economy. In 2021, the Turkish lira depreciated 44% against the dollar. Turkey, which relies on imports for most of its energy, imports oil and gas in dollars, and rising energy prices will have a major impact on the Turkish economy. Turkey’s desperate mediation of the ceasefire talks between Ukraine and Russia also reflects the difficult situation of the Turkish economy.
