欧米諸国の「文明の野蛮」　―９１１後のアフガニスタン支援

アフガニスタンでは、２００１年９月１１日に同時多発テロがアメリカ本土で発生すると、アメリカは爆弾の雨をアフガニスタンの人々の上に降らすことになり、アメリカの同時多発テロ以上の犠牲者をアフガニスタンにもたらすことになった。また、その後の「国際社会」による「アフガン復興支援」は、現地の人々のニーズというよりも、支援をする諸国の国民を満足させるプロジェクトに終始したと中村哲医師は語っている。

アフガニスタンにそびえたつヒンドゥークシュ山脈の白雪は、夏に溶け出すことで、アフガニスタンの川沿いに沃野を人々に提供するなど、アフガニスタンの人々の生活を支えていた。ヒンドゥークシュは、「ヒンドゥー（インド人）」を「クシュ（殺す）」ほどの険しい山系の意味だが、アフガン人たちは「金がなくても食っていけるが、雪がなくては生きていけない」とも語るほど、ヒンドゥークシュの雪は人々に実りを与えていた。

アフガニスタンでは地球温暖化の影響で年々この雪が減少して、全土で砂漠化が進行しつつあったことは、同時多発テロが起こる前年の２０００年は大干ばつに見舞われたことでもうかがえた。にもかかわらず、欧米の関心はタリバンがケニア・タンザニアの米大使館を爆破した首謀者と見られるオサマ・ビンラディンを匿っていることに向かい、アフガニスタンに欧米諸国が主導して国連の経済制裁が科され、一般のアフガニスタン国民をいっそうの生活苦の下に置いた。

対テロ戦争開始後、メディアによる現地情報は、アフガニスタンの大部分の国民が関心をもっていない首都カブールの復興や「民主化」に関するものがほとんどで、干ばつに苦しむアフガン農民の実情に伝えるものはほとんどなかったと中村医師は回想している。

歴史学者の阿部謹也氏は、『アフガニスタンの診療所から』（ちくま文庫）の解説「アフガニスタンと日本」の中で欧米によるアフガニスタンでの医療は、欧米から医療機械を持ち込み、欧米のやり方で行うのに対して、中村医師は地元の人々を育成し、現地の医療の伝統で医療を行うというその対照について書いている。自分たちの生活の延長で行う欧米の手法は現地で好感をもって受け容れられるということはほとんど希薄だった。

阿部氏は中村医師がアフガニスタンでは欧米の出先機関の偏見と闘ってきたと観察している。アフガニスタンでは欧米の近代文明の傲慢さ、自分の普遍性に対する信仰が発揮された。中村医師は「欧米人は支援を行っても現地の人々を見下したところがあるんです」と語っていたが、欧米は「人権」をかざしながらも、９１１の同時多発テロとは比較にならないほどのアフガニスタンの人々を殺害した。「人道支援が破壊者と同一の口から語られるのは、「文明の虚偽」に他ならないと中村医師は語っていた。

アフガニスタンの人々が中村医師の言葉や活動から「文明の虚偽」を感ずることがなかったことも彼がアフガニスタンで広く受け容れられ、敬意をもたれた背景になったのだろう。また、「アフガニスタンは世界一の親日国」という中村医師の観察も中村医師など日本の支援団体の活動に、人権にまつわる虚偽や、アフガニスタンの文化を根こそぎ破壊する「文明の残酷」がなかったからだろう。

The white snow in the Hindu Kush Mountains, which rises in Afghanistan, has supported the lives of the people of Afghanistan by melting in the summer and providing people with a field along the rivers of Afghanistan. Hindu Kush means a steep mountain system like “Kush (kill)” for “Hindu (Indian)”, but Afghans “can eat without money, but cannot live without snow”. The snow in Hindu Kush is giving rich fruit to the people.

In Afghanistan, the amount of snow has decreased year by year due to the effects of global warming, and desertification is progressing throughout the country, as can be seen from the fact that the year 2000, the year before the 911 terrorist attacks, was hit by a drought. Nonetheless, Western interest has turned to the Taliban concealing Osama bin Laden, who appears to be the mastermind behind the bombing of the U.S. embassies in Kenya and Tanzania, and Afghanistan led by Western nations to sanction the United Nations. And put the general Afghan people under further hardship.

Dr. Nakamura recalled that after the war on terror, most of the local information from the media was about the reconstruction and “democratization” of the capital Kabul, which most people in Afghanistan were not interested in, and little about the reality of Afghan farmers suffering from drought.

Historian Kinya Abe wrote in book commentary “Afghanistan and Japan” to “From Afghanistan’s Clinic” (Chikuma Bunko) that medical care in Afghanistan by Westerners by bringing in medical machines from the United States and Europe, using Western methods. On the other hand, Dr. Nakamura was　training local people and providing medical care according to the local medical tradition. It was almost uncommon for Western methods, which are an extension of their lives, to be accepted locally with favorable impressions.

Dr. Abe observes that Dr. Nakamura has fought the prejudice of Western local agencies in Afghanistan. In Afghanistan, the arrogance of modern Western civilization and the belief in one’s universality were demonstrated. Dr. Nakamura said, “Even if Westerners provide support, there are places where they look down on the local people.” While Westerners hold “human rights”, they killed the people of Afghanistan incomparable to the 9/11 terrorist attacks.  Humanitarian aid is said to be” the falsehood of civilization” if it is spoken “from the same mouth as the destroyer,” said Dr. Nakamura.

The fact that the people of Afghanistan did not feel “the falsehood of civilization” from Dr. Nakamura’s words and activities may have been the reason why he was widely accepted and respected in Afghanistan. Also, Dr. Nakamura’s observation that “Afghanistan is the most pro-Japanese country in the world” is probably because there were no falsehoods related to human rights or “cruelty of civilization” that uprooted Afghanistan’s culture in the activities of Japanese support groups such as Dr. Nakamura.
