プーチン大統領の個人的名誉欲の追求で行われたウクライナ侵攻とアーレントが説く「全体主義」／Arendt’s “totalitarianism” as the invasion of Ukraine in the pursuit of Putin’s personal honor

　イスラエルのエフード・オルメルト元首相（在任２００６年５月～２００９年３月）は、２００８年１２月から０９年１月までガザ攻撃を指示し、１３００人のパレスチナ人の犠牲者を出し、また２００６年７月のレバノン侵攻では、国連レバノン暫定駐留軍（UNIFIL）の施設に砲撃があり、中国、フィンランド、オーストラリア、カナダの監視要員ら４人が死亡し、１２００人のレバノン市民が犠牲になった。

　スイスの戦争犯罪法（１９２７年成立）では、国籍にかかわらず戦争犯罪に関わった人物に対して裁判を起こすことが可能だが、２０１９年７月にオルメルト氏はスイスで逮捕、拘禁されることを恐れてスイス訪問をキャンセルした。同様に、オルメルト氏はベルギーでも２００６年７月にレバノン攻撃における人道犯罪で提訴された。国際刑事裁判所がロシアの戦争犯罪について調査を行っているが、今回明るみになったブチャなどでの虐殺もその対象であることは明らかだ。

　プーチン大統領が説くようなロシアの民族主義は、ドイツ出身のユダヤ人哲学者ハンナ・アーレントが説いたような全体主義的性格をもつものだ。「膨脹こそすべてだ」というセシル・ローズの言葉を、アーレントは自身の帝国主義論の第一章第１節の冒頭で引用しているが、クリミア半島併合や、今回のウクライナ侵攻に見られるウクライナへの膨張をひたすら追求するプーチン大統領の姿勢をまさに言っているかのようだ。

　アーレントは存在したという記憶も奪われるという「忘却の穴」について、全体主義の政府には巨大な穴を掘って、そこに歓迎できない事実と出来事を放り込んで埋めてしまうという方法があると説く。全体主義国家では、過去はまるでなかったかのように、忘れ去るべきものとされる (ハンナ・アーレント『責任と判断』より)。ロシアは過去の帝国主義や独裁政治の悪を忘れているかのようだ。

　プーチン大統領の支持率は「独立系の世論調査」でも８０％を超えるという。ロシアの抑圧的政治を考えると「独立系」と言ってもどれほどの客観性や正確性が担保されているかは大変疑わしい。ハンナ・アーレント（１９０６～１９７５年）は、「悪の凡庸さ」という言葉を使って平凡な人間が行う悪こそ世界最大の悪だと説いた。考えることを放棄することによって、誰もがユダヤ人虐殺に加担したアドルフ・アイヒマンのような人間になってしまうと彼女は説いた。プーチン大統領の取り巻き、あるいはプーチン大統領を支持するロシア国民たちについて言っているかのようだ。

　アーレントによれば、全体主義は根無し草になった大衆を「反ユダヤ主義」「人種主義」という疑似的な世界観で動員していった。アーレントの研究を行う政治思想史の仲正昌樹氏は、「現代にこそアーレントの著書『全体主義の起原』を読む意義があり、経済格差の拡大、雇用・年金・医療・福祉・教育などの基本インフラの崩壊を背景に「擬似宗教的な世界観」が影響をもちやすく、全体主義台頭の危険性があるとする。」と語る。

　これを現在のロシアに置き換えれば「強いロシアの復活」、「ロシア世界の拡大」「欧米の陰謀」などのプーチン大統領の訴えだろうか。ロシア国民の欧米と比較すれば劣っているというコンプレックスがプーチン氏の説く全体主義的な政治体制や主張への支持となっている。「ウクライナで弾圧されている人々を救出する」「ロシア軍は民間人を傷つけないように攻撃している」などのプーチン大統領の主張が受け入れられるのはロシアの全体主義的傾向を表すものであることは言うまでもない。

この世界は善きつけ悪しきにつけ、人間が作りあげてきた記念物と遺物で作られている。いまとなった世界を生きようと願うわたしたちにつきまとうのが、過去の機能なのだ。　―アーレント

In totalitarian nations, the past is as if it had never been forgotten (from Hannah Arendt’s Responsibility and Judgment). Russia seems to forget the evils of past imperialism and dictatorship.

Putin’s approval rating is said to exceed 80% in the “independent poll”. Given Russia’s oppressive politics, it is highly doubtful how objective and accurate it is to say “independent”. Hannah Arendt (1906-1975) used the term “evil mediocrity” to explain that the evil that ordinary humans do is the greatest evil in the world. She explained that by giving up thinking, everyone would be like Adolf Eichmann, who was involved in the Jewish massacre. It’s as if he’s talking about Putin’s entourage, or the Russian people who support Putin.
