ロシア軍がウクライナに侵攻した。プーチン大統領は自衛のための戦争と述べているが、
アラブの歴史家、思想家であるイブン・ハルドゥーン（１３３２～１４０６年）は、彼が著した膨大な『世界史』の冒頭の部分である「歴史序説」の中で次のように述べている。

イブン・ハルドゥーンが説く「正義の統治」
「人民に対して正義をもって当たること、神の道理も罰も人民のために配慮しておくこと、人民を守り、彼らの家族や婦人を保護し、流血を避け、街道を安全にし、人民に平和な暮らしをさせること、神はこれらすべてをお前の義務としておられる。さもなくばお前に与えられた義務と関連づけて神はお前を罰し給うぞ。」（岩波書店『歴史序説』より）
ここにイスラムの正義による統治の考えがよく表されている。イブン・ハルドゥーンの統治論は世界のどの時代、どの地域においても普遍なものであることはいうまでもない。仏教観からも戦争を反対する声はある。哲学者の梅原猛さんは、「六波羅蜜という素晴らしい教えは、ひょっとすると実現不可能かもしれないけれど、これを説かないと世界は修羅の巷になると思い、私は仏教の素晴らしさを説き続けています」と説いた。
イブン・ハルドゥーンの言うように、ロシアには罰が下るかもしれないことは第二次世界大戦後の世界の現代史も教えるところだ。
戦争は国力を弱める
第二次世界大戦が終わると、イギリス帝国主義は経済的に破産状態に陥り、パレスチナやインド帝国を維持する力を失っていた。パレスチナでは混乱の収拾ができずに、国連に問題の解決を委ねて撤退していった。１９５６年にエジプトのナセルのスエズ運河国有化宣言に対して、フランスとイスラエルを誘ってエジプトに軍事介入を行うが、しかしアメリカ、ソ連、国連の圧力で撤退し、イギリス帝国主義の退潮は明らかになった。
また、ソ連は１９８９年２月にアフガニスタンから撤退すると、それから２年半後の１９９１年８月にソ連共産党の保守派がゴルバチョフ大統領を軟禁し、連邦制と共産党の指導権の維持を図ってクーデターを起こしたが、市民やメディアの反対に遭って失敗し、ソ連共産党とソ連邦解体の直接的契機となった。
「自衛のための戦争」の詭弁
歴史家の色川大吉氏は、『近代日本の戦争』（岩波ジュニア新書）の中で次のように述べている。
「戦争とは何だろうか。相互の大量殺人、大量破壊行為なのだが、国家が認知さえすれば合法となり、殺人も罰せられない。なぜなら自衛のための戦争は、近代国家の固有の主権行為であり、それは国際法でも認められているからだという。ただし『自衛のため』と条件を付けても、最初から『侵略のために』戦争をしたと認める国はないのだから、実際上はすべての戦争が合法化されてしまうことになる。」
ロシアのプーチン大統領は正義、自衛のための戦争ということを強調するが、戦争はいつも自衛を口実に行われ、戦争という行為に正義はない。戦争を繰り返さない、戦争を違法化するために、人類は国連などの国際機関をつくり、また国際法で戦争を禁じてきた。プーチン大統領は自分のしたことは自分に返ってくるということをよく自覚すべきだ。イスラム教徒たちは「善行が報いられ、悪事が罰せられ、正義が行われるよう、神の定めた法を施行する義務を負う。」とされる。

Arab historian and thinker Ibn Khaldun (1332-1406) stated in his “Introduction to History” at the beginning of his enormous “World History” as follows.
